The Netherlands Minister of Foreign Trade and Development Cooperation, Lilianne Ploumen will visit Hong Kong on 5 May and a Welcome Reception will be hosted on the same day at 19.00 at the Consul General’s Residence.
A bilateral meeting will be hosted for Minister Ploumen and Dr K S Wong, Secretary for the Environment, Hong Kong SAR Government on 6 May and a signing ceremony on Letter of intent for collaboration between the Netherlands and Hong Kong on waste matters.

Consultant will look into relocating or scaling back chemical waste incinerator that runs at 10pc of capacity
The city’s only incinerator that can handle hazardous waste is chronically underused and may have to be moved from Tsing Yi or scaled down.
The Environmental Protection Department plans to hire a consultant to look into the future of the facility. It will direct the consultant to study the incinerator’s operation, and whether it needs to be downsized or relocated to other locations such as to a rock cavern or reclaimed land.
The consultant will also be asked to forecast the extent of chemical and hazardous waste requiring treatment in the next 15 to 20 years, taking into account import and export controls on such waste and advances in technology, according to a tender document seen by the South China Morning Post.
The plant was commissioned in 1993 and can handle 100,000 tonnes of chemical or toxic waste per year.
However, only 10 per cent of that capacity was used last year, according to figures provided by the department.
About 7,000 tonnes of chemical waste was treated at the incinerator last year. That compares with 50,000 tonnes in 1994, the year after it opened.
It handled 2,700 tonnes of waste oil from vessels last year, versus 47,000 tonnes in 1998.
The department is commissioning the study ahead of the release of its new waste management blueprint, and halfway through the operator’s 10-year contract. Key to the new plan for tackling the city’s waste disposal problems will be determining whether to install infrastructure such as a waste-to-energy incinerator to treat waste that cannot be recycled.
Professor Wong Woon-chung, a waste specialist from Baptist University, said a facility dedicated to treating hazardous waste was essential for the city, but its size and location should be reviewed. “The facility was built 20 years ago when there was not much nearby on Tsing Yi. Now, the island is home to about 200,000 people and there is a need to review whether it is desirable and safe,” he said.
The incinerator occupies a two-hectare site on southeastern Tsing Yi, close to the Kwai Tsing dock from where it collects oily or noxious liquid waste from ocean-going vessels. Under international maritime rules, port authorities are obliged to provide disposal outlets for vessels’ waste.
The area is on the doorstep of an old industrialised district of Tsuen Wan and Kwai Chung, which were once the main sources of chemical waste such as lubricants or spent electrolytic solutions. The plant began handling clinical waste in 2011, in a bid to increase its use. It treated 2,044 tonnes last year.
And it would also provide emergency services in the case of chemical or biological contamination – or a new virus outbreak.
Kwai Tsing district councillor Tam Wai-chun said she had not received any complaints about the incinerator from residents, but would support its relocation. “Who wants something like this in their backyard? It’s just like the urn niches – no one wants them as neighbours either,” she said.

A forum on incineration
Incineration is a sensitive topic these days. The government has for the moment put on hold plans to build one on the island of Shek Kwu Chau near Lantau. There has been growing opposition around the world to traditional mass burn incinerators, which many see as a threat to the environment and public health. There are those who maintain that modern incinerators are safe. Others hold that plasma gasification is a cleaner technology and safer from a public health perspective. All this and more can be discussed at a Public Forum on Thermal Technology for Waste Management in Metropolises, which is being held at the Convention and Exhibition Centre on May 7.
It’s being organised by Professor Jonathan Wong the director of the unfortunately named Sino-Forest Applied Research Centre for Pearl River Delta Environment, at Baptist University. Sino-Forest, it will be recalled, is being investigated for fraud and filed for bankruptcy protection in Canada last year.
There will be a panel of five speakers: Professor Nickolas Themelis, chair, Waste-to-Energy Research and Technology Council, US; Professor Umberto Arena, chair, Specialist Group on Waste to Energy, IWWG, Second University of Naples; Peter Simoes, technical director, Afval Energie Bedrijf, the Netherlands; Dr Lee Potts, technical manager (energy) AECOM; and Elvis Au, assistant director of Hong Kong’s Environmental Protection Department.

We were disturbed to come across a report that India’s flagship incinerator in Delhi appears to be creating hazardous air quality conditions in the surrounding area.
The Timarpur-Okhla plant is India’s only integrated waste management project, and it processes municipal solid waste, or MSW, from which it produces electricity. It handles 1,300 tonnes a day and aims to process a third of Delhi’s MSW.
Our interest arises out of the Hong Kong government’s plans for dealing with MSW. The last administration’s “solution” was to build a 3,000-tonnes-a-day monster at Shek Kwu Chau island at a cost of about HK$28 billion. This has, for the moment, been shelved. The new generation of incinerators has been hailed as a substantial improvement over their predecessors, as the discharge of dioxins, suspended particles and organic pollutants was greatly reduced through high-temperature burning at over 850 degrees Celsius, air-cleaning systems and other improvements. They are widely used in Germany and Japan.
However, despite the claims made for these new incinerators, complaints continue, with some relatively new incinerators being closed down on environmental grounds.
Air samples taken from around the Delhi plant were analysed by Chester LabNet and the Chennai-based Global Alliance for Incinerator Alternatives, and showed levels of PM2.5 many times higher than World Health Organisation guidelines.
Plant officials said the exercise was unscientific, adding: “Stack emissions have been slightly higher than permitted on a few occasions due to quality of waste burnt on that day.” This is a new plant which has been running for just over a year and was built to be “environmentally safe”.
It is because of concerns such as these that there will be considerable interest in the International Conference on Solid Waste, subtitled “Innovation in Technology and Management”, which is being held in Hong Kong next week at the Convention and Exhibition Centre. It includes a public forum on Tuesday at 5pm in room S421 on the subject of “Thermal technology waste management in metropolises”, with a panel of experts.

I refer to Martin Williams’ letter (“Mega incinerator project being driven by vested interests”, April 26).
Any fact-based analysis would conclude that any new waste-treatment technology should be located in Tsang Tsui near Tuen Mun, not Shek Kwu Chau. Locating a massive incinerator using a polluting sunset technology in Shek Kwu Chau represents the worst combination of technology choice and site selection.
The Environmental Protection Department has never presented the public with a comprehensive comparison of the two sites. The data it did present was biased, describing only the advantages of Shek Kwu Chau, without doing the same for Tsang Tsui. Any objective comparison clearly shows Tsang Tsui to be the better choice for environmental, economic, engineering and technical reasons.
Two consultants engaged by the department studied the feasibility of both sites. Even a layman can see from the consultants’ reports that Tsang Tsui is the better site under five criteria: engineering, technical, economic, less ecological impact and more efficient land use. Only one factor favours Shek Kwu Chau: lower transportation cost. Both sites were rated the same under air quality, noise, landscape and hazard.
Construction of an incinerator in Tsang Tsui would cost 26 per cent less than in Shek Kwu Chau (September 2011 prices) and be completed two years earlier. Land reclamation, seabed dredging and cable laying to create the infrastructure in Shek Kwu Chau will impact fisheries and wildlife habitats. The Tsang Tsui site is ready in situ among existing waste-treatment facilities.
Tsang Tsui’s location offers land and sea routes to transport waste to the incinerator and remove ash to the nearby landfill. This information was presented to the department in the consultants’ reports but not shared with the public. The department belatedly introduced a new criterion, “balanced spatial distribution”, for choosing Shek Kwu Chau. Since Tuen Mun already has waste-treatment facilities, officials felt they should be spread around the rest of Hong Kong.
This is precisely what Lau Wong-fat, Heung Yee Kuk chairman and Tuen Mun district councillor, said on January 30, 2008, the day after the consultants hired by the department, Camp, Dresser and McKee International, issued a report giving Tuen Mun the highest rating as an incinerator site.
Mr Lau was reported to have said that the Tuen Mun area already had a power plant and landfill. He argued that the government should pick another spot for the incinerator.
Four years later, the department picked Shek Kwu Chau.
