Hong Kong (HKSAR) – Following is a question by the Hon Tanya Chan and a written reply by the Secretary for the Environment, Mr Edward Yau, in the Legislative Council meeting today (December 21):

Questions:

Regarding efforts to improve air quality and update air quality reports, will the Government inform this Council:

(a) given that most environmental protection authorities in major countries worldwide make public their air pollution control measures and the effectiveness of these measures annually (e.g. Mainland’s Ministry of Environmental Protection published five brief periodic reports on emission reduction in respect of major pollutants in 2011), yet the Environmental Protection Department (EPD) in Hong Kong does not publish similar periodic reports at present, and that apart from the annual updating of the report entitled “Air Quality in Hong Kong”, the latest study report on the EPD web site was compiled two years ago, of the reasons why EPD has not updated study reports on air quality in Hong Kong or on air quality improvement for a long time;

(b) given that the SAR Government and the Guangdong Provincial Government have jointly implemented the air quality improvement measures under the Pearl River Delta Regional Air Quality Management Plan with a view to meeting the targets of reducing the emission of four major air pollutants, namely sulphur dioxide, nitrogen oxides, respirable suspended particulates and volatile organic compounds by 2010, whether the two Governments have set new emission reduction targets; if they have, of the new targets; if not, the reasons for that; and

(c) given that the Chief Executive (CE) stated in the 2010-2011 Policy Address that the Government and franchised bus companies were conducting a trial to retrofit Euro II and Euro III buses with selective catalytic reduction devices to reduce emission of nitrogen oxides from these buses, and that CE also announced in the 2011-2012 Policy Address the provision of subsidies to owners of liquefied petroleum gas taxis and light buses to help them replace catalytic converters in their vehicles, yet a study report indicated that selective catalytic reduction devices might increase the level of nitrogen oxides, whether such a situation has arisen in the trial scheme of retrofitting buses with catalytic reduction devices (trial scheme); as the authorities advised at the meeting of the Panel on Environmental Affairs of this Council held in July 2010 that they would endeavour to have the initial results of the trial scheme ready by end 2011, of the progress at present; whether the authorities have any plan to submit the report on the trial scheme to this Council?

(a) The Environmental Protection Department publicises the details and effectiveness of our air pollution control measures through the annual air quality report and the bi-annual reports submitted to the Panel on Environmental Affairs of Legislative Council (LegCo) on the progress of the various air quality improvement measures implemented in Hong Kong and Pearl River Delta (PRD) region under the PRD Regional Air Quality Management Plan. We have uploaded the reports published in 2011 to the following web pages of the Department for public access:

Moreover, we shall consult the LegCo and other stakeholders and upload the relevant information to the Department’s website for public access whenever we have plan to launch new air quality improvement measures. (yawn)

The progress of these measures will also be elaborated in the reports prepared under the PRD Regional Air Quality Management Plan.

(b) To continue improving the air quality in the PRD region, the two governments are working in earnest to implement the emission reduction measures under the PRD Regional Air Quality Management Plan, which focus on power plants, motor vehicles and the more polluting industrial processes. The two governments are now conducting the final assessment on achieving the 2010 emission reduction targets. On the basis of the final assessment, the two governments will seek to complete a joint study on the emission reduction arrangements for the next phase and set emission reduction targets to further improve regional air quality.

(c) Catalytic converters are devices making use of catalyst media used for reducing motor vehicle emissions. They come in different forms in terms of applications to different types of vehicle.

“Three-way catalytic converters” are applied to petrol and LPG vehicles. This type of converter oxidises harmful carbon monoxide and hydrocarbons to carbon dioxide and water, and reduces nitric oxide and nitrogen dioxide to nitrogen and oxygen. In general their emission reduction efficiency can be over 90%.If vehicle owners do not replace the worn out three-way catalytic converters in time, the vehicle emissions would be increased drastically. As for the “diesel oxidation catalysts” referred to in a research report published by academics of the Chinese University of Hong Kong earlier, they reduce suspended particulates (including PM2.5), carbon monoxide and hydrocarbons emissions through an oxidisation process.

During the process, it may oxidise some of the nitric oxide (NO) in the exhaust gas into nitrogen dioxide (NO2).

In recent years, vehicle manufacturers began to use selective catalytic reduction (SCR) devices to reduce nitrogen oxides (NOx) (including NO and NO2) from the emissions of diesel vehicles. According to overseas experience, it can effectively reduce the NOxemissions by about 60%. Since NO will further oxidise to NO2 in the atmosphere after being emitted from vehicles, reducing NOxemissions from vehicles (in particular franchised buses, which make up an important part of the vehicles running in urban areas) is the key to tackling the problem of local roadside NO2 pollution.

Regarding retrofitting Euro II and III franchised buses with SCR devices, we have retrofitted three buses (comprising two Euro II and one Euro III buses) with SCR devices for trial in September 2011.

We are now retrofitting another three buses (also comprising two Euro II and one Euro III buses) for trial. We expect that the retrofit can be completed in February 2012. We will review the initial results after the first six months of the trial to understand as soon as possible the feasibility of retrofitting these Euro II and III buses with SCR devices on a large-scale and their effectiveness in reducing air pollutants, and report the initial trial results to the Subcommittee on Improving Air Quality under the Legislative Council Panel on Environmental Affairs.

Cathay Scales Back Cargo Ambitions

Cathay Pacific Airways Ltd. said Monday it will scale back plans to expand cargo flying next year and defer the arrival of two newBoeing Co. aircraft, in the latest sign that the slowdown in air freight is deeper and more pronounced than many expected.

The airline’s Hong Kong base is the world’s largest air-cargo hub, but has suffered double-digit declines in traffic since the summer because of slowing export shipments of consumer electronics and other goods from the heart of China’s manufacturing center in the neighboring Pearl River Delta region.

Hong Kong International Airport said Monday that cargo traffic in November fell 6.6% from a year earlier, reflecting the widespread destocking many manufacturers had flagged as customers run down inventories due to the uncertain economic climate.

Passenger airlines have borne the brunt of the reduced demand, with aircraft flying less than half full, according to the International Air Transport Association. The trade group expects the weakness to continue until mid-2012.

Air-cargo specialists also have been forced to react, with FedEx Corp. last week announcing plans to delay the delivery of new Boeing 777s used on flights from Asia to the U.S. Rival United Parcel Service Inc. also has trimmed capacity.

Cathay had hoped demand would strengthen in the second half of 2011 but said in a statement that it now will expand its cargo capacity by 10% next year, down from a previous forecast of 17%. The airline said it is deferring delivery of two new fuel-efficient Boeing 747-8F freighters due next year, citing weak market conditions. It has already received four of its 10-plane order, with another four arriving next year and the final pair in 2013.”This decision will also allow us to defer a portion of our near-term projected capital spending to accommodate the 767 purchases within our previous estimates,” Dave Bronczek, president of FedEx Express, told analysts on a post-earnings conference call last week. “The combined 767 and 777 actions … will contribute to the overall Express profitability.”

The airline’s cargo traffic fell 9.8% in November from a year earlier, with volume down 13.8

FedEx will delay delivery of 11 Boeing 777 freighters, though last week unveiled a new deal to buy 27 of the smaller Boeing 767-300F aircraft.

The world’s largest air cargo shipper acknowledged that the 777 deferrals are partly a continuation of efforts to adjust its network for the recent slowdown out of Asia. But it said the main reason for the action is the higher financial return it expects to reap by bringing in the fuel-efficient 767s to replace older MD-10 aircraft.

Idling ban makes a difference

The SCMP omits the fact that, as well as the first two red minibuses at a stand allowed to idle their engines, if a passenger sits in the third bus , it can also idle its engine and the one behind also ! So if the stand operators have one person sitting in each of the following minibuses , they can all run their engines legally.

i.e. a pointless and flawed piece of legislation in its current state.

Research carried out by South China Morning Post shows air quality could improve by 30 per cent, but lax enforcement may offset the benefits

The ban on idling engines could improve air quality by at least 30 per cent, according to a test conducted a day before and a day after by the South China Morning Post (SEHK: 0583announcementsnews) .

However non-compliance as a result of lax enforcement and polluting vehicles could also offset these potential benefits.

The Post took measurements at idling hot spots between 7pm and 9pm on December 14 and 16, in Causeway Bay and Mong Kok, to assess the effectiveness of the ban, introduced on December 15.

Using a hand-held device that automatically registered air quality data every two seconds, the Post measured the carbon monoxide reading at each hot spot for about four to five minutes on both days.

Air quality improvements were recorded in parts of Tung Choi Street, Mong Kok, where red minibuses line the left and middle lanes on a 100-metre stretch between Fife Street and Argyle Street.

On the day before the ban was introduced, about eight out of 15 red minibuses parked on the street had their engines idling.

The new law allows idling for a maximum of six buses for the three bus routes operating from the street.

On the second day, only six out of 16 buses were found idling.

Readings taken during a four-minute walk along the street showed carbon monoxide readings had dropped by 30 per cent from 7,400 micrograms on the first testing day to 5,200 micrograms.

There was also a noticeable improvement near a news stand close to the end of the street, where the average reading fell from 7,300 micrograms to 3,100 micrograms.

The stand owner said he felt the street was becoming “a lot more peaceful” than before.

But air pollution readings fluctuated outside an electronic product shop in the middle of the street, rising from 7,200 micrograms to 7,700 micrograms.

There was also an increase in Fa Yuen Street near Tung Choi Street, possibly due to more buses idling.

However, a semi-covered red minibus station next to Langham Place in Mong Kok remained a hot spot despite the ban, with more than 12 minibuses inside the station running their engines on both days the measurements were taken.

Average readings from a five-minute air sampling at one of the passenger queuing areas hit more than 18,000 micrograms on the first day, and a huge 59,000 on the second day.

The Environmental Protection Department (EPD) sets the maximum hourly allowable carbon monoxide levels at 30,000 micrograms.

A spokesman said the Post‘s findings, based on these short periods of measurement, should not be benchmarked against the department’s objectives.

Dr Lau Ngai-ting, who is with the University of Science and Technology’s environment division, said longer measurement periods would be needed to ascertain the benefits of the ban. But he wondered if other emission sources, including moving vehicles, might have overshadowed the improvements.

“No doubt there are incremental benefits if engines are switched off, but these can also be offset by other factors like moving traffic nearby,” Lau said.

This idea was supported by the Post’s findings. At one point on the second day, the maximum reading soared to a maximum of 157,000 micrograms as a diesel minibus overtook a LPG-powered bus and closed in on the air sampling device. “The reading was quite consistent until the diesel bus came closer and pushed the reading to this extremely high level,” said Nancy Fong Siu-pui, a research student who helped the Post with the measurement.

Lau said clamping down on idling engines was just one way of reducing pollution. Other measures, such as tighter vehicle emission standards and monitoring of ageing and polluting vehicles, were also required.

People working in the area said they had not yet seen officers enforcing the ban. One elderly worker said the pollution was better in the cooler weather, but worse in summer. “I am used to it,” he said.

The EPD did not respond directly when asked if officers patrolled the bus station and issued warnings to drivers breaching the ban, but it promised to refer the issue to the Transport Department.

Across the harbour in the section of Lockhart Road between Cannon Street and Percival Street, there was little change in the pollution readings. This was because most drivers had already started switching off their engines before the ban, with no need for air conditioning now the weather has cooled down.

China decides to accept PM2.5

The Chinese government has released a four-step schedule to monitor the PM2.5 pollution indicator in the next five years, the minister of environmental protection announced Wednesday.

In a speech at a national environment protection conference, Minister Zhou Shengxian said that indicators for PM2.5, ozone and carbon monoxide will be added to the national standard.

To fulfill the monitoring of PM2.5 and ozone, Zhou gave a four-step plan: from next year, PM2.5 and ozone will be monitored in Beijing, Tianjin and HebeiProvince, the Yangtze River Delta, the Pearl River Delta, municipalities and other capitals.

In 2013, 113 key cities and environmental protection model cities will be added. In 2015, all prefecture-level cities will come into the program before a 2016 nationwide rollout.

Zhou said the country will also improve a joint mechanism on air pollutants in key areas and a warning system will be set up to advise the public when heavy pollution shrouds the skies.

PM2.5, particles with a diameter less than 2.5 microns, aroused public attention in late October after different results of air quality monitoring tests were simultaneously released by Beijing’s weather forecast station and the US embassy in Beijing.

“At that time, I dared not to go outside, as the haze covered the city, but the official data said the pollution was not so heavy,” Chen Zhenyun, a resident in Beijing, told the Global Times yesterday.
It is good news that the government will follow the new standard, commented Pan Xiaochuan, a professor at Peking University, on his microblog yesterday.

“It is reasonable to bring in these new changes in steps, because some regions have better technical and economic conditions to carry out the monitoring,” Pan said while answering Web users’ questions on the PM2.5 measurement on Weibo.

The World Health Organization (WHO) ranges the PM2.5 measurement from 10 to 35 ug/m3 (microgram per cubic meters), and China will adopt the 35 ug/m3 standard, which is commonly used for developing countries, Pan said.

Technically, it is not difficult to monitor PM2.5 as it is similar to the PM10 monitoring principles, Zhu Jianping, deputy director of environmental monitoring department, told the Beijing Times.

However, Zhu said that the biggest problem is financing. “PM2.5 monitoring equipment costs between 80,000 yuan to 380,000 yuan ($12,620-$59,943).

“A preliminary estimate shows that more than 338 prefecture-level cities have to invest more than 2 billion yuan on the equipment,” said Zhu.

“It would be a simple way for the public to judge the concentration of PM2.5 on the basis of visibility,” said Pan.

The hazard of PM2.5 is from the toxic chemical substances absorbed by the particles which can cause cancer and metal poisoning.

A group of gear heads from Croatia has produced a car designed to show that “electric vehicle” doesn’t have to mean “something my granola-eating neighbor drives.”

Rimac Automobil, named for its founder, Mate Rimac, unveiled the Concept_One at the International Auto Show in Frankfurt. Designed as a sleek sports car it is powered entirely by batteries, and can, the company says, hit 62 miles per hour in 2.8 seconds, and reach a limit of 190 mph. The batteries carry 92 kilowatt-hours, or enough to power an average American home for three days — or drive the car 372 miles, enough to get from New York to Pittsburgh. (The Tesla Roadster, also a very impressive electric hotrod, hits 60 mph in 3.7 seconds, has a top speed of 125 mph and has a battery range of 245 miles.)

The engines put out the equivalent of 1,088 horsepower, enough to beat some internal combustion models. The motive force to the wheels is divided among four engines that can each be controlled independently. That allows the torque to each wheel to be adjusted as necessary. A computer subsystem controls each pair of wheels and, according to Rimac, can make adjustments thousands of times each second.

The body is light, made of carbon fiber, and the battery is placed near the center of the car for better weight distribution.

BEIJING – The Ministry of Environmental Protection on Wednesday laid out a detailed timetable for Chinese cities to monitor the smallest and most hazardous airborne pollutant, known as PM2.5.

Such particulate matters – smaller than 2.5 microns in diameter – can travel into the lungs and damage people’s respiratory systems. Currently, China measures air quality based on the larger pollutant PM10, which fails to gauge air quality accurately and has resulted in widespread public complaints in recent months.

“The new air quality standards – those including PM2.5, ozone and carbon monoxide – should be published as soon as possible,” Minister of Environmental Protection Zhou Shengxian told a national meeting on Wednesday.

Cities in the Beijing-Tianjin-Hebei region, Yangtze River Delta and Pearl River Delta, as well as Southwest China’s Chongqing municipality and provincial capitals, are requested to monitor PM2.5 and ozone starting in 2012, according to Zhou.

The country’s 113 key environmental protection cities will have to start monitoring PM2.5 in 2013, while all county-level cities should follow the rule by 2015.

“The deadline is Jan 1, 2016. By then the new air quality standards will apply to the whole country, and the monitoring results should be made public.”

However, he did not make specific requests for cities that monitor PM2.5 before 2016 to publish those readings, which is disappointing some environmentalists.

Zhou Rong, an energy and climate campaigner from Greenpeace China, said monitoring and reporting PM2.5 levels as soon as possible are crucial to addressing the fine particulate pollution problem.

“It is true that publishing the readings will not help to resolve the pollution overnight, but at least the public can have a clear idea about the pollution level and better protect themselves,” she said.

Meanwhile, Minister Zhou also warned of the grave situation the country is facing in meeting its own pollution emission reduction targets.

In the first nine months of this year, China saw a 7.2 percent hike of its nitrogen oxide emissions – which stems mainly from coal-fired power plants and vehicle exhaust, despite the yearlong target to reduce the pollutant by 1.5 percent.

The emissions of ammonia nitrogen, a major water pollutant, was only reduced by 0.9 percent, which will also fall short of this year’s target of a 1.5-percent drop, according to Zhou.

“The overall environmental quality is still degrading, and we’re facing more challenges to meet the emission reduction targets for the next four years,” he said.

From 2011 to 2015, China plans to reduce emissions for nitrogen oxide and ammonia nitrogen by 10 percent below 2010 levels, and cut sulfur dioxide and chemical oxygen demand by 8 percent.

Climate Change Business Forum

Opinions about the agreement reached during COP 17, the Durban Platform for Enhanced Action, are divided. Against the backdrop of the worst-case scenario, the Durban negotiations may cautiously be hailed a success. However, measured against the action required to keep global temperatures within a rise of 2 degrees Celsius, the agreement reached in Durban fell short of the mark.

So what happened? Most notably, rich and poor countries alike agreed to negotiate a climate treaty by 2015, to come into effect by 2020. Key players, including India, Brazil and China , agreed to this new deal  on the terms that it not be ‘legally binding’ but rather “a protocol, another legal instrument or an agreed outcome with ‘legal force‘.” In addition, the Kyoto Protocol was spared, thanks to the EU who has agreed to a second commitment period  until either 2017 or 2020.

Other major outcomes include the agreement on the format and governing principles of the Green Climate Fund and inclusion of carbon capture and storage projects within the Clean Development Mechanism.

Pundits will wrangle over the implications of the deal reached in Durban  for many weeks and months to come. Hong Kong and Guangdong Join Forces to Combat Climate Change

Regional cooperation may hold the key to Hong Kong’s low-carbon future, and open new doors for business. In late August, the Hong Kong Government announced the establishment of the Hong Kong-Guangdong Liaison Group on Combating Climate Change under the Hong Kong-Guangdong Co-operation Joint Conference. Jointly led by the Hong Kong Environment Bureau and the Development and Reform Commission of Guangdong Province, the Liaison Group will focus on reducing GHG emissions and development of a low-carbon economy. They plan to do this through promotion and support of:

  • Information sharing and cooperation in scientific research
  • Technology innovation and development
  • Clean Development Mechanism (CDM)
  • Renewable energy
  • Electric cars
  • Energy Efficiency
  • Collaborative education programs

The group will regularly update and report to the Hong Kong-Guangdong Co-operation Joint Conference.

This focused and collaborative effort on climate change has the potential to drive forward strategic thinking and local action on low-carbon policies and investments. It could provide a well needed boost to Hong Kong’s green economy.

CCBF’s Government Liaison committee is encouraged by this development and looks forward to working with the Environment Bureau as they evolve their strategy.

Incinerator will add to pollution 21/12/2011

As visitors from Australia to Hong Kong, staying on lovely Cheung Chau island, we were dismayed to hear of the proposed Shek Kwu Chau mega-incinerator on reclaimed land among these beautiful and popular islands.

This is a highly inappropriate place for an incinerator.

It would be an ugly fit amongst these lovely islands, and it would greatly add to the notorious air pollution in the city.

This is our third visit to Hong Kong, which we like very much, but we sometimes suffer from asthma here due to the air pollution.

We are concerned that the proposed incinerator will accentuate respiratory problems for residents and tourists, and make the city a less appealing destination.

Hong Kong is forward looking in many ways.

Therefore, we find it surprising that sustainable ways of dealing with waste do not have precedence over an old-fashioned, expensive and polluting incinerator.

Many countries have adopted the three principles of reducing, reusing and recycling materials, such as paper, metals, plastic, timber, used cooking oil and lubricants, and also composting food and green waste and capturing methane for fuel.

This is a modern, advanced society that should be adopting sustainable ways of dealing with waste.

The Global Energy Prize Russian Laureate, Philipp Rutberg, may be responsible for accomplishing what decades of public awareness campaigns could not – full recycling of communities’ waste streams.

It has often been said that improving the standard of living of everyone on the planet to the level in the most advanced consumer societies would require two or three earths in order to provide sufficient raw materials. Philipp Rutberg has demonstrated that this is simply untrue.

The problem with the way resources are used in developed countries is that they are thoughtlessly discarded after use. Even where recycling programs are in place, very little waste gets recycled, partly due to limitations of the recycling technologies and infrastructure and partly due to the fact that separating the recyclables depends on people’s behavior. Citizens are encouraged to separate their glass, plastic, cans and paper from the rest of their trash and put it in separate bins. An entire recycling infrastructure has to be created to deal with it, consisting of containers for every residence and special trucks to haul it away.

But this type of system presupposes that everyone will go through the trouble to sort out their trash. That requires a conscientious effort to do so, plus separate containers in every kitchen. The fact of the matter is that many people are either moderately consistent with this or simply ignore recycling completely. And when you think about what gets recycled most—glass containers—it seems like the emphasis is all wrong. Glass is made from the most abundant mineral element in the earth’s crust, and when simply buried it is essentially inert.

What is needed is a way of recycling everything, and doing so without relying on human behavior to sort it all out. As long as we rely on piecemeal recycling technology and the virtue of people, we will be sorely disappointed in the result. Philipp Rutberg has managed to surmount this problem with a new technology called plasma converters, sometimes called plasma recyclers or reactors. Philipp has managed to devise some very efficient plasma systems that promise to outperform the best of those now available.

Plasma is considered the fourth state of matter, the other three being the more commonly recognized solid, liquid, and gas. When you heat a solid, you get a liquid (in most cases). When you heat a liquid, you get a gas. When you heat a gas, you get plasma. A thermal plasma is an ionized gas that becomes both an effective conductor of electricity and also incredibly hot. We’re talking about almost 17,000°C. That’s a few times hotter than the surface of the sun. Plasma torches have been used for various industrial purposes for years. If you want to cut a twelve-inch-thick piece of steel, you’ll want one. They are sometimes referred to as lightning on a stick.

The happy marriage of plasma and garbage promises to make landfills and incinerators mere relics of a bygone age. But eliminating garbage isn’t the only purpose of a plasma converter. Unlike incineration, a plasma converter is actually a recycling device par excellence.

Instead of a garbage truck dumping its contents into a landfill, in a more sensible world it will dump it into a giant hopper, from where it will drop through a massive shredder, if necessary, to break its contents down into a reasonable size for a plasma converter to digest. The garbage mélange is then fed into a chamber where the plasma can work its magic. The intense energy transfer that occurs in the plasma is sufficient to rip the molecular bonds asunder, reducing the components of the garbage into their constituent elements. The resulting products exit the plasma chamber as a gas and a very hot molten stream.

The gas that is thus formed is usually referred to as “synthesis gas,” or syngas. Its main constituents are hydrogen and carbon monoxide. Syngas is a very useful substance, for it contains all the building blocks of hydrocarbons, from which we derive the myriad petroleum-based products we use every day: fuel, plastics, lubricants, etc. Many people are familiar with synthetic motor oil, which is one of the many products made from syngas today. It is far superior to petroleum-derived motor oil.

When syngas exits the plasma chamber it is understandably very hot (about 1,200°C), and by running it through a cooler a great deal of steam can be generated that can be used to drive a turbine to produce electricity. But of course that leaves us with the syngas itself. It can be burned immediately through a steam or gas turbine to provide substantially more electricity. About 20-25 per cent of this total amount of electricity can be channeled back to run the plasma torches and the plant, while the remaining power can be fed into the grid for sale. Thus a plasma converter for unwanted garbage can become a significant player in the electricity market, particularly in areas where electricity is very expensive such as islands—where garbage disposal is also a problem that would be solved in the bargain.

In locations where electricity is relatively cheap, syngas can more profitably be transformed into liquid fuels, everything from methanol or ethanol to jet fuel or even gasoline. Or it can be used to make tires, plastics, or anything currently made from petroleum. Butanol is a liquid fuel that holds tremendous promise. Virgin Fuels is Sir Richard Branson’s research project to find a way to power jet aircraft withbiofuels. Butanol, a 4-carbon alcohol, is one of the prime prospects. A liquid fuel with an energy density nearly identical to gasoline,butanol can be mixed at an 85 per cent butanol/15 per cent gasoline ratio that will burn in most cars without any modifications to their ignition system. In fact, many older cars can run unmodified on 100 per cent butanol.

With all the uses to which syngas can be put, let’s not forget there’s also the molten waste stream emanating from the plasma chamber. This can be used in a variety of ways, and like syngas it will contribute to the profitability of the plasma plant. From the molten state it can be spun directly into rock wool, a substance rather like fiberglass that can be used in much the same way. Since rock wool made in this manner would be considerably less expensive than fiberglass, much more insulation can be added to a structure for the same cost as fiberglass, reducing the energy demands of cooling and heating. Compared to the cost of making rock wool the old-fashioned way, spinning it out of the molten slag stream of a plasma converter will cost about one-tenth of the price.

If the molten slag stream is water cooled, nodules of mixed metals can be recovered. These can be sent to metal refineries and effectively “mined” for their component elements. Thus not only iron, aluminum, and other useful metals can be recovered, but heavy metals from the waste stream that have been such a problem with current methods of waste disposal can also be isolated for reuse. The slag that’s left will be comprised mainly of silicates and other minerals, which can be used for tiles, bricks, roadbeds, etc. Like regular glass, it is virtually inert. Any materials embedded in it are basically entombed, so nothing of any consequence will leach out into the environment.

The deployment of plasma recycling systems will have a transformative effect on the world, for it will make garbage a very profitable business. Many developing countries have virtually no garbage collection infrastructure, and as a result are virtually buried in discarded plastic and other materials. Much of that floating waste ends up in river systems and ultimately finds its way into the ocean, where it drifts on the currents and eventually ends up in the center of the great ocean gyres. There is an area in the north Pacific that is almost a million and a half square kilometers where such garbage eventually ends up.

When President Medvedev presented Dr. Rutberg with his award in June at the St. Petersburg ceremony, the Energy Prize laureate gave a short acceptance speech in which he proposed an intriguing idea: Put plasma converters onto ships and figure out ways to collect that garbage from the Pacific gyre. It could be readily transformed at sea into liquid fuels, stored in the holds of such a converted tanker, and ultimately brought to shore and sold.

President Medvedev immediately grasped the potential of this idea, and to everyone’s surprise he took the microphone at the end of the awards ceremony to assure Dr. Rutberg that he would have his personal support to make sure the laureate can obtain the funding to pursue the ocean cleanup project. This would position Russia at the forefront of this environmentally sensitive issue and almost certainly inspire a new level of international cooperation to deal with this difficult dilemma.

But more than that, Dr. Rutberg’s technology will go to the root cause of the problem, the river systems from which most of the trash originates. By making garbage collection and recycling a profitable enterprise, plasma converters will ultimately eliminate the source of the plastic and other refuse before it ever enters the ocean. The communities and nations that now contribute to the problem will be enriched at the same time as they implement a solution.
