News that transport and environmental ministries are to be combined is incomprehensible. The Transport Bureau has a vested interest in building roads for diesel vehicles (the single biggest source of air pollution in Hong Kong). Yet the children of Hong Kong are crying out for fresh air. Clear the Air Hong Kong asks that a separate ministerial position for the environment be created to avoid the obvious conflict of interest. We would like to be able to tell the children of Hong Kong that their Chief Executive puts the ministers responsible for making sure they have clean air to breathe on an equal footing with all other ministers.
